This is "Ice" (2015/originally published in 1967) by Anna Kavan and translated by Yamada Kazuko.

During an unusually cold wave, I drove to the girl's house. Due to global climate change, the entire world was about to be covered in ice. I eventually infiltrated a certain country in pursuit of the missing girl, and found myself confronted by a warden who wielded absolute power in a fortress-like "high mansion"... A wall of ice loomed, and plundering and carnage spread across the land. This legendary masterpiece, with its terrifying yet beautiful vision of the apocalypse, sparked a chilling frenzy around the world.

I was drawn to this science fiction novel by its black cover and title translated into a single kanji character. The scenes change rapidly, as if in a dream or reality, and the way the protagonist is tossed about by a "young girl" reminds me of a certain novel by Junichiro Tanizaki (Ammel).
